Quick answer

Mount Gambier businesses can borrow from banks, agribusiness lenders, equipment financiers, non-banks and private lenders. Forestry and timber processing, dairy, beef, wine and tourism drive most borrowing. South Australian payroll tax starts above $1.5m in Australia-wide wages, which matters for businesses employing on both sides of the Victorian border, and property loans are registered through Land Services SA.

Key points

  • The Limestone Coast produces most of South Australia's forestry and logging output, and Mount Gambier is the centre of its timber processing
  • SA payroll tax applies once Australia-wide wages pass $1.5m, so staff in Victoria count towards the South Australian threshold
  • When an owner applies to remove a caveat on an SA title, the caveator usually has 21 days to get a court order or lose it
  • Equipment-heavy businesses such as harvesting and haulage contractors usually borrow most easily against the machinery itself

A business in Mount Gambier lives with a border most of its competitors never think about. The Victorian line is a short drive east, customers come across from Portland and Casterton, and plenty of local firms have trucks, crews or a second yard on the other side. That brings real opportunities. It also brings two sets of state rules, two land registries if you own property in both, and a payroll tax calculation that catches people out.

This page covers how lenders look at Limestone Coast businesses, the South Australian rules that change a loan, and the options when a bank says no. We have no office in Mount Gambier (or any other town). Lenders assess and settle online, and the conversation with us happens by phone.

Timber town, farm town, border town

The city’s economy rests on a handful of big industries, and each one borrows differently.

Forestry and timber. The Green Triangle pine and blue gum plantations straddle the border, and the Limestone Coast accounts for the large majority of South Australia’s forestry and logging output. Mount Gambier is the processing hub, home to OneFortyOne’s Jubilee Highway sawmill and a network of harvesting, haulage, treatment and truss businesses. The state government has committed $15m over 10 years to a forestry research Centre of Excellence in the city.

Dairy, beef and cropping. Reliable rainfall and fertile soils support dairy herds, beef, prime lambs and potatoes, with milk processing plants in the district.

Wine. Coonawarra, a short drive north near Penola, is one of the country’s best-known cabernet regions, with smaller wineries and cellar doors across the Limestone Coast.

Tourism and services. The Blue Lake, caves and coastline bring visitors, while health, retail, education and trades serve the wider region from Mount Gambier.

What lenders look for in a timber-dependent business

Forestry is a long-cycle industry run by a few large plantation owners and processors. That shapes how lenders read the contractors and suppliers around them.

  • Contracts over customers. A harvesting contractor might have only two or three clients. Lenders want to see the contract terms, how long they run and how rates are reviewed.
  • Machine hours and age. Harvesters and forwarders work hard. Financiers will ask about hours and service history on used gear.
  • Housing cycle exposure. Sawn timber demand follows house building. Truss, frame and treated pine businesses should be ready to explain how they handled the last slowdown in construction.
  • Fire season. Plantation fires are a real risk. Lenders may ask about insurance on equipment and stock.

Most of this is easier with paperwork than talk. A one-page schedule of contracts, plus a list of your equipment with hours and finance owing, usually persuades a credit assessor faster than pages of narrative. If you’re new to the industry, the page on forestry business loans covers what to prepare.

Payroll tax when you employ on both sides of the border

South Australia’s payroll tax threshold is $1.5m in annual wages, with a rate of 4.95% once wages are above $1.7m and a sliding rate in between. The detail that trips up border businesses is that the threshold is measured on Australia-wide wages. A Mount Gambier contractor paying $1m in SA wages and $800k to staff based in Victoria has total wages of $1.8m, above the SA threshold, even though neither state’s wages alone would be.

In practice, employers in that position register in each state where they pay wages, and the tax-free threshold is shared between the states in proportion to where the wages are paid. Victoria’s own threshold is $1m, with a much lower rate for eligible regional employers. Have your accountant check the split, because getting it wrong can create an overdue state tax debt, and lenders treat an unpaid RevenueSA or State Revenue Office bill much like an ATO debt.

If a payroll tax or BAS bill is the pressure point right now, let us know the amount and when it’s due. The enquiry is a minute or so and leaves no trace on your credit history.

Property security and caveats on an SA title

Land Services SA registers property dealings in South Australia on behalf of the Registrar-General, and most caveats and mortgages are lodged electronically by lawyers and conveyancers. That’s how a caveat loan or a second mortgage over a house in Mount Gambier can be in place within days of approval.

South Australia has its own removal process. If a caveator won’t withdraw, the owner can apply to the Registrar-General, who gives the caveator 21 days’ notice. Unless a court order extending the caveat is served on the Registrar-General in that window, the caveat is removed. If an old caveat sits on your title from a past dispute, start that process before you apply for finance rather than after.

Own property in both states? A Victorian title goes through Land Use Victoria, with different forms and a different lapsing process. Lenders can take security over property in either state, but tell them early so they can allow for it. You can check your available equity with the LVR calculator.

Bank first, then the other doors

Banks and agribusiness lenders are usually the cheapest finance a Limestone Coast business can get, and they know the region’s industries well. If your bank offers a sensible deal, treat it as the front-runner.

When it doesn’t, the common reasons are timing, a weak season, an unresolved tax issue, or turnover that has outrun its last set of financials. Realistic alternatives include:

If an unpaid account or lease dispute is driving the problem, the Small Business Commissioner can arrange independent mediation for South Australian small businesses.

A worked example from the industrial estate

Hypothetical figures for illustration.

A roof truss and wall frame manufacturer on the edge of Mount Gambier wants a second automated saw to keep up with builders on both sides of the border. The machine costs $420k installed. Their bank is willing but wants the purchase to wait for the year’s financials, about four months away, and the supplier has a production slot available now.

The owners finance the saw through an equipment financier, using the machine as security and a balloon to keep early repayments manageable during the first months of extra output. Their accountant also points out that the extra staff for a second shift, several living over the border in Victoria, will push total wages past $1.5m. The owners build that payroll tax cost into the projections they give the lender, which strengthens the application rather than weakening it. They test the repayments at different balloon sizes with the equipment finance calculator and pick the structure that still works in a slow building quarter.

Frequently asked questions

Can a forestry contractor in Mount Gambier get equipment finance?

Yes. Harvesters, forwarders, log trucks and trailers are financed every day, usually with the machine as security. Lenders will want to see your harvesting or haulage contracts, the hours on any used gear, and enough trading history to show you can keep the machines working between contracts.

I have staff in Mount Gambier and in Victoria. Which payroll tax rules apply?

Each state taxes the wages paid in its own territory, but the threshold is worked out on your total Australian wages and shared between the states. That means a business can owe payroll tax in South Australia even though its South Australian wages alone are under $1.5m. Your accountant can confirm how the deduction is split.

How long does it take to remove a caveat in South Australia?

If the caveator won't withdraw voluntarily, the owner can apply to the Registrar-General. The caveator is then given 21 days' notice and the caveat is removed unless a court order extending it is served in that time. Allow extra time for the application to be processed and for any court response.

Will lenders lend against a farm or plantation block near Mount Gambier?

Some will, mainly banks and agribusiness lenders, usually at a lower share of value than for a house. Private lenders are more selective with rural land. Many owners find a house in town or a commercial building in an industrial area gets a faster answer.

Does the SA Small Business Commissioner lend money?

No. The Commissioner helps South Australian small businesses resolve disputes, including by arranging independent mediation, and advocates on small business issues. It can be useful if an unpaid account or lease dispute is behind a cash shortfall, but the funding itself comes from lenders.
